Dr. Philip Jull is a double-boarded veterinary neurologist and neurosurgeon, certified by both the European College of Veterinary Neurology (ECVN) and the American Board of Veterinary Practitioners (ABVP) in Canine & Feline Practice.
A graduate of the University of Glasgow, Dr. Jull completed a clinical internship in Canada followed by a neurology and neurosurgery residency at the Royal Veterinary College in London, where he also earned a Masters degree in Seizure Management. In 2016, he co-founded the Veterinary Specialty Clinic for Anesthesia and Neurology (VSCAN) in Ottawa, offering advanced neurology, neurosurgery, anesthesia, and diagnostic imaging services.
Dr. Jull has a special interest in the use of CT and MRI to guide minimally invasive surgical techniques. He is dedicated to working closely with referring veterinarians to deliver comprehensive, patient-centered neurological care.
Neurological conditions affecting dogs and cats can be complex and often life-altering. These may include intervertebral disc disease, epilepsy, meningitis, encephalitis, head trauma, spinal cord injuries, vestibular disorders, neuromuscular diseases, and cancers affecting the nervous system.

With extensive experience in both medical and surgical management of neurological cases, we’re committed to providing your pet with the most advanced and compassionate care possible. We take the time to understand each case thoroughly and work closely with your family veterinarian to provide services ranging from consultation alone to comprehensive management of complex neurological diseases to ensure a seamless and collaborative approach to treatment.
Consultation with the neurologist begins with a thorough neurological examination, the goal of which is to localize the problem to a specific area of the nervous system. We can then recommend and discuss the most appropriate tests to reach a diagnosis and develop a treatment plan.
Diagnostic modalities readily available include on-site MRI (magnetic resonance imaging), CT (computed tomography), digital radiography, and CSF (cerebrospinal fluid) analysis.
Consultations with the neurology team can be made by referral from your family veterinarian. We look forward to participating in your pet’s care.
